i think its more of a relationship that started at one point in their life and one person had to go somewhere far away (like long distance relationship sort of thing)
and when he says "It makes me smile because you said it best
I would clearly feel blessed if the sun rose up from the West"
to me it's saying person one tells person two that person two wants what he can't have and if would be happiest if he could have it. for example he would have it that she would come back.
and whether they broke up or grew apart he knows that his heart is where she belongs.
